IT'S been over a year now since Mayfield residents acquired some disturbing new neighbors: CSX railcars filled with hazardous materials, parked for days at a time on tracks alongside the community. Now state Sen. Edd Houck, D-Spotsylvania, has proposed an amendment to the 2010-12 Virginia budget that would punish the freight giant by cutting some state funds if it fails to move any car within eight hours.
